Horizon Crest Ventures provides the following categories of services to U.S.-based businesses:

• Product sourcing and supplier identification (domestic and international, including China)
• Procurement management, including purchase order coordination and supplier negotiations
• Supplier verification, background checks, and factory audits
• Logistics coordination, including freight booking, cargo insurance, and tracking
• U.S. customs clearance coordination and import documentation support
• Distribution solutions and last-mile delivery coordination in the United States
• Supply chain consulting and strategy engagements

Consultation Services

Horizon Crest Ventures offers procurement strategy consultations, sourcing assessments, and supply chain advisory sessions to U.S. businesses. These may be provided as standalone engagements or as precursors to full procurement or logistics projects.

If a scheduled consultation has not yet taken place and you need to cancel or reschedule, please contact us at least 48 hours in advance to avoid forfeiture of the consultation fee. We will make every effort to accommodate rescheduling requests within 30 days of the original booking.

Procurement Services

Our procurement services include supplier identification, shortlisting, verification, sample procurement, price negotiation, purchase order management, and pre-shipment quality inspection. These services require significant professional time, supplier communication, and in some cases, payments to third parties on your behalf.

• Supplier search, market research, and shortlisting
• Supplier verification, background checks, and factory audits
• Price negotiation and quotation procurement from suppliers
• Sample ordering, coordination, or review
• Purchase order placement on your behalf
• Pre-shipment quality inspection coordination

In all cases, we provide clear documentation of work completed. If you have concerns about the quality or completeness of work delivered, you are encouraged to raise them promptly in writing so we may address them before work progresses further.

Shipping & Logistics Services

Our logistics services include freight booking (sea, air, and land), cargo insurance coordination, U.S. customs clearance support, and distribution arrangement. These services involve direct commitments with third-party freight carriers, customs brokers, and logistics operators.

• Ocean freight charges (FCL and LCL container bookings)

• Port handling, trucking, and last-mile delivery costs
• Third-party warehousing and distribution setup fees

Cancellations

We understand that business circumstances change. If you need to cancel a project or engagement with Horizon Crest Ventures, please notify us in writing as soon as possible.

Cancellation Before Work Begins:

If you cancel a project before any sourcing, procurement, or logistics work has commenced, you may be eligible for a partial or full refund of any service fees paid, less any non-recoverable administrative costs already incurred (such as account setup, intake processing, and internal planning).

Cancellation After Work Has Begun:

If work has already commenced, refunds are limited to any prepaid service fees that correspond to work not yet completed, less costs already incurred on your behalf. We will provide a written breakdown of work completed and costs incurred at the time of cancellation.

Supplier Issues & Quality Disputes

Horizon Crest Ventures acts exclusively as a procurement and logistics intermediary. We work diligently to identify, verify, and recommend qualified suppliers, and we conduct quality inspections as part of our service. However, we are not the manufacturer, seller, or guarantor of the goods themselves.

In the event of a supplier-related issue, we will:

• Engage the supplier on your behalf to seek resolution, replacement, or compensation where feasible
• Provide all documentation (inspection reports, PO records, supplier communications) to support your claim
• Advise on legal or trade remedies available under the terms of the supplier agreement
• Review any refund requests related to procurement fees on a case-by-case basis, giving fair consideration to the circumstances and our level of responsibility

Refunds of procurement service fees in relation to supplier issues will only be considered where Horizon Crest Ventures is found to have materially failed in a duty owed to the client (e.g., recommending a supplier without completing the agreed verification steps).
